Scottish Government must introduce Heat in Buildings Bill urgently
6 November 2025, Edinburgh: Responding to the Scottish Government’s Climate Change Plan, published today, Garry Felgate, CEO of The MCS Foundation, said, “We welcome the Scottish Government’s acknowledgement that fossil fuel boilers are not compatible with the need to tackle climate change, and their ambition to decarbonise 1.9 million homes by 2045. Six of the top ten areas for heat pump installations across Britain are in Scotland, according to MCS data, showing that there is momentum for Scotland to build on.
“The Scottish Government is also right to call on the UK Government to act to reduce electricity prices, as one of the most effective ways of both incentivising the transition to clean heating and tackling fuel poverty.
“However, the lack of a Heat in Buildings Bill that sets out clearly and in detail how Scotland’s decarbonisation targets for homes will be achieved is holding back progress. We urgently need a Heat in Buildings Bill to provide certainty to the sector and scale up the installation of renewable energy technologies across Scotland.”
