Andrew Rice
Programmes Manager
Andrew is Programme Manager at the MCS Foundation, where he has led the delivery of the LARA (Local Area Retrofit Accelerator) programme since July 2024. In this role, he works with local authorities and partners across the retrofit system to develop and help to deliver robust, place-based strategies, helping to accelerate home decarbonisation at scale across the UK.
With nearly fifteen years’ experience in the energy and retrofit sector, Andrew has led the delivery of home energy efficiency and decarbonisation programmes under major regulatory schemes including CERT, CESP, ECO, HHCRO, the Green Deal and Warm Home Discount. He now brings this experience to enabling coordinated, place-based action.
Andrew has also worked in digital inclusion, supporting partnerships and grant-funded initiatives focused on reducing the digital divide by improving access, skills and confidence for those most at risk of exclusion.
Andrew holds a Master’s degree in International Relations, specialising in energy security, and is passionate about contributing to the transition to a low-carbon future. He is particularly interested in collaborative approaches to problem-solving, bringing stakeholders together to turn complex challenges into clear, actionable solutions.
